SID-02392: Administrator cannot register users

I've disabled registration for external users of the wiki, but the administrators cannot register users either. The symptom is that the registration form fields are not active. I am pretty sure I've used the form as an admin in the past, so what could have changed to render the form inactive? Where to look?

I guess in the past I've just enabled registration temporarily to register a number of users. But I could do that because I have access to the config file. The other admins do not. So is there a way to allow just admins to register people?
