SID-02369: Login doesn't work- newly installed 6.1.0

Newly installed 6.1.0 - configuration done, login username/passwords seem to be accepted, but still not authorized to edit pages, and no logout link visible after login.

When attempting to log in as admin, password is NOT accepted, even tho that same password works fine in configuration menu.

Configuration is set to use Template Login.

Please help; I need to migrate my existing Twiki 4 document base to a new server and new version of Twiki.

I just created a new user ("TestUser") and responded to the confirmation email. All seems to be well.

But anything that required authentication fails. Example: I went into the sandbox for this user, and attempted to create a topic. It prompted for login again. Supplied credentials. Prompts for login again, Supplied credentials. Lather, rinse, repeat. No error message, no "Oops, we didn't recognize you" just repeated prompt.
