Hi,
How can i set default permissions to users to delete their own topics? I don't want users to have ability to delete other important content.

First, a question: What do you consider "their own topics?" Are these any topics they have edited, only topics they created, a topic edited that someone else created? You either trust your users or you don't. If you trust them, then give them all permission to delete topics, but restrict access to the Trash web so that only administrators can permanently delete content.
Second, a suggestion: If you have some related content that needs tighter controls you can create a web and tighten down the permissions on that web. That way all new content in that web will live under the same access controls by default, but your general content can continue to live under looser controls.

Their own topics means the topics they created. I wan other users to just comment on that but should not be able to edit topic content.

TWiki is a collaborative platform. The person who created a topic is not necessarily the owner of the topic. There is a paradigm shift from the office world ("I own this Excel file and dare anybody else touches it") to the wiki world ("I created this topic and expect that others pitch in").
