SID-01526: WebNotify not working in news mode

I've been using
WebNotify to notify myself of changes to all my webs for some time now - all fine.
Now I want to add a news mode to one web, to email myself a complete copy of the web periodically. To do this I added an entry to the
WebNotify for that web:
Trouble is, when I call "tools/mailnotify -news", it still searches for changes, and only sends out a notification if something has changed in that web.
Only when I remove the other entry for myself ( *
MattTovey), will "mailnotify -news" actually run in news mode.
I had a look around in the code, and was confused as to how the "-news" option is supposed to work, as anything prefixed with "-" seems to be added to an "exwebs" list, which appears to be webs that are excluded from notifications?
Is this a known problem?
