SID-00818: Wysiwyg + 8859-2 collapse

Some letters evoke a collapse of the text in Wysiwyg after Save. It is e.g.:
Alt+177 plus-minus sign
Alt+0137 per mille
Alt+0151 long hyphen
The black rhombus with a question mark appears and the text is destroyed irreversibly.
I am running the ISO 8859-2 coding and most of the letters work properly. But the mentioned and some others cause very unpleasent problems. They are also contained in the wysiwyg offer of the special characters.
The Raw edit works wihout problems.
Some possibilities of reparation?
