SID-00232: WebNotify will not work.

I have created a mailnotify script for Windows environment:

cd d:\twiki\tools perl -I /twiki/bin mailnotify

Script runs without a problems, but it outputs that the webs have no subscribers.

There are subscribers under WebNotify for every web.

Any suggestions?
