Question

I thought I was following the instructions. I tried 
   * Disabled Plugins
      * Set DISABLEDPLUGINS = TWiki.SmiliesPlugin
and also 
   * Disabled Plugins
      * Set DISABLEDPLUGINS = SmiliesPlugin
on "my home page" 
Main.VickiBrown
but neither worked as expected (the SmiliesPlugin is still enabled)

Answer

If FINALPREFERENCES for either of Main.TWikiPreferences, TWiki.TWikiPreferences, or [currentweb].WebPreferences includes DISABLEDPLUGINS then you can't override that setting on your user page.

b) not applicable in my case
