Question

Is it possible that when we invoke an external programlink that the resulting page is kept in the main wiki panel, and that the the left bar and title remain visible.

At the moment when we do this the new page completely overwrites the wiki page.

Not sure I understand your question. Are you possibly looking for an iFrame? See IFrameExample.
