Question

After doing the workaround for CantLocateErrorPm , I tried http://localhost/twiki/bin/configure.pl and was surprised to see that just a few read-only options were available (Environment variables). Contact me for a screenshot.

I did not have this problem with 4.0.5.

Environment

TWiki version: 4.1.0
TWiki plugins:  
Server OS: Windows 2003
Web server: Apache2 2.0.55
Perl version: Active State v5.8.8 built for MSWin32-x86-multi-thread
Client OS: Windows 2003
Web Browser: 1.5.0.9

This problem is gone in 4.1.1

A number of urgent bugs in 4.1.0 have been fixed in 4.1.1.

What errors do you have in the apache log?

What errors do you see in configure?
