When you click on any of the links on this tool bar, you go directly to the web page associated with that link. The default links that come with Internet Explorer 3.0 are:

If you wish to add a link to a favorite web page to the links toolbar, first type the URL address in the address toolbar and visit that web page. Once you are there, drag the icon at the beginning of the URL address bar onto your links toolbar.

You can also remove icons or even rearrange the order of your links of you so desire. It is another way to quickly access web pages.
