Question

Can a TWikiForm attached to a topic be used instead of the normal topic permissions setting? (Eg, instead of the usual * Set ALLOWTOPICVIEW = Main.SomeUser ) It can be done for WebPreferences topics, but It doesn't seem to work elsewhere.

I found PermissionsManagementTool but it's 3 years old and doesn't explain. If it's not possible in Cairo, is it in Dakar?

No, I don't think it's possible, and yes, it's possible in Dakar.
