Question
What do I need to install to support the SitePermissions table? I've got one now but it contains no data.
I have read
EmbedddingMacrosInWebList but still do not understand how this works.
I have copied the demo code but obviously I need a plugin, or something, to support this.
Help??

You don't need a plugin, or anything else. All you need to do is to set some permissions on your webs, then they will appear.
You might consider installing and using the
WebPermissionsPlugin.

I have permissions set on my webs. I have 8 webs (the "usual" four and four of my own). I don't believe in the "everyone can play" philosophy and my webs are locked.
At the very least this table should list the 8 webs! So, something is definitely missing. What is it?

I have installed the
WebPermissionsPlugin and its presence indicates something very wrong with my
SitePermissions code. The
SitePermissions table is still mysteriously empty. The
WebPreferencesPlugin table reflects many (but not all!) of my site permissions.

It looks like you are denying view permission on almost all of your webs. Check your
WebPreferences topics and make sure you don't have a line like this:
* Set ALLOWTOPICVIEW =
(which reads as "allow topics to be viewed by nobody")

Nope, definitely not denying view anywhere except for the XPorters web
* Set ALLOWTOPICVIEW = Main.XPortersGroup
and the XPortersGroup is one that is mysteriously missing from the table.
Some TWiki topics that look like Admin pages (TWiki/UserTemplates, TWiki/BulkResetPassword, ...) seem to have the ALLOWTOPICVIEW var set to
TWikiAdminGroup. I assume these are set this way "out of the box".
None of the otherpages have this setting included (either live or commented).

The ALLOWTOPIC... settings are not used by the
WebPermissionsPlugin. I should have said:
make sure you don't have a line like this:
* Set ALLOWWEBVIEW =
(which reads as "allow webs to be viewed by nobody")
