I would like the denied access page to show the author(s) of the topic as a link to their pages so that one can contact them for permission to view/edit.
How do I do that?

I don't think this is possible out of the box because topic-based access restriction is stored in the topic itself, hence someone without access can't see meta data of an access restricted topic.
You can do that with a custom plugin: On topic save, the plugin would store the author of a topic in the plugin's working area. Then, the access denied page would reference the author from the plugin's working area. If you are a developer you could create (and contribute back?) this plugin, see
TWikiPlugins. You can also ask one of the
TWiki Consultants to create the plugin for you.
