Discussion and Answer
I checked the plugin zip package. It is manually packed and contains a zip in the zip. This is likely to interfere with the installer. Try to install the plugin manually. Simply copy the files into the TWiki file tree while preserving the dir structure. Fix the permissions to the apache user.

Michael, I have corrected the zip file. The installation should now work.
