Consider a topic A which has B,C,D.... as its child topics. I have setted up ALLOWTOPICVIEW to Admins for topic A. Is there an way so that B,C,D.... topics inherit the same permissions from topic A. i.,e. by default B,C,D also been setted up to ALLOWTOPICVIEW to Admins only ????

Topics do not inherit permissions from its parent. You could use different webs with specific access control.
Consider also creating links in your topic A to create topic B, C, D based on a template that is access restricted to the admin group. You could create those links conditionally, show wikiword link if exists, else show edit link using specific template. More at
