SID-00688: Webs List not showing correct Webs for authenticated user

I've got a couple of private webs going with the following settings:
WebPrivate1:
Set DENYWEBVIEW =
Set ALLOWWEBVIEW = Private1Group
Set DENYWEBCHANGE =
Set ALLOWWEBCHANGE =
Set DENYWEBRENAME =
Set ALLOWWEBRENAME =
WebPrivate2:
Set DENYWEBVIEW =
Set ALLOWWEBVIEW = Private2Group
Set DENYWEBCHANGE =
Set ALLOWWEBCHANGE =
Set DENYWEBRENAME =
Set ALLOWWEBRENAME =
Admin user can see both WebPrivate1 and WebPrivate2 in the Webs List on the left side. However, When UserX signs in (and he is listed as a member under Private1Group) he can not see WebPrivate1 on the Webs list, but he can manually navigate to the web by entering the correct URL into the address bar.
Why doesn't the Web list show the correct webs the user has access to? Am I missing some setting? I've combed through all the docs and can't find the culprit.

Check the
NOLISTALL
setting in your web's WebPreferences and set it to an empty value.

I've reregistered.
To your answer, I don't see a SET NOLISTALL setting anywhere in any preferences page - nor is there any documentation on this setting available anywhere on the web (Google search, Twiki.org search).
