Is it possible to automatically notify all registered users when a NEW topic is first created? Just like Webchange... Thanks

Yes, if you add all users to WebNotify and run the mailnotify cron job on a frequent schedule (e.g. every 10 minutes). Notifications are only sent if there is a change to report.
