Question

Whenever you click the ? icon to create a new topic for a non-existent WikiWord, it appears to automatically set the parent topic as the one in which the ? was clicked. Is there a way to change that default setting to make the new topic's parent either always nothing (orphaned) or always a specific topic (e.g. WebHome)?

You should be able to control that from one place with WebCreateNewTopicTemplate (or PatternSkinWebCreateNewTopicTemplate, which includes that first template). Those templates (in your TWiki web) are pretty complex, so it might take you some digging.
