We have 14 Twiki webs setup, this includes main, and Twiki. Now when we add a new web, then we gets created but it does not show up in the TOC list. is this a bug, how is the TOC list generated

TOC and web list are two different things. TOC is a list of all headings in your page. The list of webs can be obtained in SiteMap or with the WEBLIST variable, TWikiVariables#VarWEBLIST

Okay the sitemap does not update when you have more than 14 TWiki webs, so how do you update it manually

Answer

There is no specific limitation. However new webs have to be public, and have to be matched by the search expression in the SiteMap topic. Read that topic with ?raw=on at the end of the URL and make sure the expression matches your new webs.
