This is a perl module so use perl's install procedure.

sudo apt-get install libcgi-session-perl
should do the trick.

libcgi-session-perl doesn't seem to exist on Woody. Also, an install from CPAN fails with about 95% errors.

$ cat /etc/debian_version
3.1
$ apt-cache search libcgi-session-perl
libcgi-session-perl - Persistent session data in CGI applications
http://julien.danjou.info/blog/index.php/2004/06/07/13-new-upload-of-libcgi-session-perl and
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=253052 seem to indicate that it
is in woody but yet
http://packages.debian.org/cgi-bin/search_packages.pl?keywords=libcgi-session-perl&searchon=names&subword=1&version=oldstable&release=all doesn't produce any hits?

i spoke with some developers in #debian and they confirmed that it's not in debian woody
[14:16] <wbniv> i'm a twiki developer, and i'm trying to provide an answer to a twiki support question at http://twiki.org/cgi-bin/view/Support/InstallingTWikionWoody
[14:16] <wbniv> about installing libcgi-session-perl on woody
[14:16] <wbniv> but i can't find it :(
[14:17] <azeem> wbniv: it does not exist on woody
[14:17] <azeem> wbniv: woody is outdated, FYI
[14:18] <wbniv> yeah, i know woody's not current
[14:18] <wbniv> and http://packages.debian.org/cgi-bin/search_packages.pl?keywords=libcgi-session-perl&searchon=names&subword=1&version=oldstable&release=all didn't turn up any hits
[14:18] <wbniv> *however*
[14:18] <wbniv> http://julien.danjou.info/blog/index.php/2004/06/07/13-new-upload-of-libcgi-session-perl
[14:18] <wbniv> and http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=253052
[14:19] <wbniv> seem to indicate they should be there
[14:19] <azeem> wbniv: maybe it got removed from woody before the release due to buggyness or so
[14:19] <wbniv> hm, ok
[14:19] <azeem> actually, that blog just seems to imply easier backporting for it
[14:20] <wbniv> he also says an install from cpan fails with 95% errors
[14:20] <azeem> not necessarily an upload targetted at woody
[14:20] <wbniv> ok
[14:21] <wbniv> i guess i should recommend a "sudo apt-get dist-upgrade" ? ;-)
[14:21] <azeem> wbniv: yes
[14:21] <azeem> wbniv: well, an upgrade to sarge in general
[14:22] <azeem> wbniv: they should read the release notes about upgrading and not just run apt-get dist-upgrade
[14:22] <wbniv> azeem: great, thanks very much for the info. i'll pass it on
[14:23] <azeem> wbniv: cheers
maybe you can find a backport? otherwise, debian recommends an upgrade to sarge.

I've been pushing for an upgrade to sarge too, but it isn't easy to convince the person responsible for upgrading the server, to do it. This is despite the fact that security updates for Woody will cease in a couple of months, too.
