Question

I have a need to enable the feature ALLOWWEBMANAGE located in TWiki/Preferences so that I can allow other users, outside the TWikiAdminGroup to create webs.

The documentation states that this feature has been disabled so I would like to know how to enable it.

A user can create root level webs IFF they have ALLOWROOTCHANGE access. They can create subwebs if they have ALLOWWEBCHANGE access in the relevant paretn web.
