How can I get a Comments section at the bottom of all pages?.

TWiki version: TWikiRelease04x01x02
TWiki plugins: DefaultPlugin, EmptyPlugin, InterwikiPlugin
Server OS: Windows
Web server: Apache
Perl version: latest
Client OS: Windows
Web Browser: FireFox
