Answer

Look at PatternSkinCustomization - I want to hide the left bar and PatternSkinCssCookbook - Hide the left bar for instructions.

I tried doing it in webpreferences but it hides it only for that page not for the entire web. How can I do it for the entire web? thanks!

Try putting it in %MAINWEB%.TWikiPreferences. That's where site-wide preferences go.
