Getting two identical emails on Automatic Topic Change Notification

Answer I can think of two reasons:

- TWiki version: 20001201
- Web server: Apache 1.3.19
- Server OS: Windows NT Workstation 4.0sp6a
Answer I can think of two reasons:
- cron job is running twice. This actually happened at work (same user installed cron job on two different Unix machines)
- There are two entries in WebNotify with the same e-mail address
