I´m trying to setup twiki under cygwin and a message appears

Insecure directory in $ENV{PATH} while running with -T switch at /home/httpd/twiki/lib/TWiki/Store/RcsWrap.pm line 439.

Never mind I found an answer in AnotherInsecureDirectory . The trick is to use -- chmod o-w /bin ---
