Question

Is there a plugin or other way to enable a user to be able to send emails to anyone with any content via TWiki web?

Basically I would like to provide a form with To: Subject: and content fields, perhaps even the ability to add attachments?

Did you look at MailPageAddOn? It doesn't do attachments, but it is an easy way forward twiki content per e-mail.

I recently posted a FeatureRequest along these lines: ProvideMechanismToSendEmailsToRegisteredUsers. If I'm right, you might add your support and comments on specs there.
