Question

The access control on "sub"-webs, like MainWeb/SubWeb, apparently is not working. The subweb inherits only the permissions of the parent, leaving without effetc the permissions set in the subweb.

It works fine, AFAICT. It is highly likely that you have * Set FINALPREFERENCES = the access controls in the parent web, though, which will prevent subwebs from overriding those settings.
