You can publish your search-engine by an link-tag in the Siteheader.
The new Search-Engine will be available on the "SearchEngine-Manager"

The first time you chose the engine,the file will be installed.
As if you copy the file in the directory "searchplugins".
As an example: http://support.microsoft.com/
