You are strongly recommended to use subversion for your plugin development. It is an important quality indicator.
The browsable version of the SVN repository can be found at http://svn.twiki.org/svn/twiki/. Extensions are at developed in individual Extension directories in http://svn.twiki.org/svn/twiki/trunk.
