I was looking for a Perl based webserver with which I could run TWikiOnWindowsCE

Actually, HTTPi does do CGI scripts correctly, with a simple patch that is available on the HTTPi support website at http://helsinki.floodgap.com/httpi-l/thread.php?threadid=3&boardid=5&styleid=1 - I've used Kwiki with HTTPi successfully.
