For larger TWikis, this makes sense. I'm suggesting this based on the TWikiVariables page saying that WIKIWEBMASTER is an SL variable.

Okay, site level it is, I think I wasn't really asking a question to which I could not have found the answer but just expressing my ego through playing with the notions I raised in TopicsOnlyForNouns! How silly, I apologise, I'll keep it under control :^)

Isn't the notion of a site-level vs. web-level variable arbitrary? Given that currently two-webs form the search path I think you can override or introduce at either level, its called a site level because it is first introduced at the site level but you could set up your Wiki such that it was defined or overridden at the web-level. That said, I have a sneaky suspicion that by default that variable might not be overridable.

So, are you suggestion that we change the default? If so, then it depends on the use we intend to make of the variable. TWiki.org requests "Ideas, requests, problems regarding TWiki" to be sent via email to the WIKIWEBMASTER. I question that is what we want them to do. I think we want them to send them to a (new standard) TWikifeedback web on their site in the first instance which is probably segregated into areas (perhaps by categories) for each of the webs on that wiki.

Sending email may need only to be done for operational problems (that stop it working) or for matters such as security. This is probably the responsibility of a single person for all the Webs on the Wiki.

The WIKIWEBMASTER variable is set in the TWikiPreferences, and by default, can't be redefined in the web preferences because it is listed in the FINALPREFERENCES list. This is the default setup of the TWiki distribution. For installations that are managed centrally this setup makes sense, as is the case here at TWiki.org and at my work.

For decentralized installations it might make sense to set the WIKIWEBMASTER variable per web as Martin proposes. In that case you need to remove the variable name from the FINALPREFERENCES list in TWikiPreferences.

I will not change the default setup because this depends very much on the deployment needs. (Changed the topic classification from FeatureEnhancementRequest to TWikiDeployment)
