It does some jiggery-pokery with INCLUDE (old includes?) that I'm not familiar with. The question is, can it be dispensed with? Will anything break?

The reason I ask is KennethLavrsen's observation in TWikiIRC that each plugin adds 50-100ms even if it isn't used.

Couldn't we just ship it disabled, and then if anyone has old data that needs the compatibility mode, they can enable it?
