Feature Proposal: Provide option to display the "Tool tip" attribute in the form when editing.

Motivation

At present, the only way to provide some help text about a TWikiForms field is to put something in "Tooltip Message" attribute. However, I would wager a bet that less than 1% of users ever think of hovering their curser over the field name and discover that tool tip. Consequently, this help option is next to worthless.

Description and Documentation

One option that would provide a somewhat better solution would be to insert a help icon next to field names that have the tooltip attribute defined. However, i think an even better option would be to provide a way to display the help text in the form (as a third column) in edit view. For that matter, why not just make it the default that if the tooltip message is defined, that it's displayed in edit view?
