Are most installs internet-based rather than intranet-based?

RegistrationProcessNotClear illustrated that much of the documentation is internet (htpasswd) centric and that we treat intranet installs (dependent on RemoteUser) as special.

As such I propose we default to an internet install, thus meaning the content of TWikiRegistrationPub ought sit in TWikiRegistration

Doubtless it should be a switch in the config.
