Bug: Can't refer to a form using a variable

Test case

If you add something like

   * WEBFORMS = %TWIKIWEB%.FormInAnotherWeb

When you try to use the form you get an error screen

No, it doesn't work, and I personally think it's a can of worms that it's too late to open for Cairo.

Details: When you Add Form from the edit screen, it offers %TWIKIWEB%.FormInAnotherWeb. If you select it, you get the error screen.

are there any instances when non-escaped TWIKIVARIABLEs should not be replaced (either by a value, or by and empty string) ? If not, there needs to be a general resolution to ensuring consistency.
